Female smoking rates in Asia are currently low compared with those in western countries and compared with male smoking rates in Asia. Women are less likely than men to use tobacco, thus have the potential as agents of change in the home, the community and at national, regional and internatinal levels.

"Overall, the smoking rate among women in Asia is still very low, But we have concerns for several reason. First of all, tobacco companies are targeting women in their marketing plans. Secondly, general health education is not as successful as it should be. Thirdly, there is a legislation problem,...." ---

Dr. Judith Mackay, Director of the Asian Consultancy on Tobacco Control, Hong Kong.

How do we define "success tobacco control?" How do we achieve it? What else needs to be done, and by whom?
